You make an important point here, but number one, the CIA doesn't give a what people believe they do or don't do. They don't care one iota. Number two, the only people that they care about informing are the members of the House and Senate oversight committees. So, so long as they know, they don't care if nobody else on the planet knows. And they don't care that that so many people accuse them of being involved in one conspiracy or another. They just don't care.
